A PAGCOR logo in a casino’s footer proves nothing. Fake sites copy the logo, and PAGCOR has warned about forged licence certificates more than once. What does prove a licence is PAGCOR’s own records, and you can check them yourself in about two minutes.
Short version: the brand should appear on pagcorguarantee.ph, and the exact web address you’re on should appear in PAGCOR’s published domain list. If either check fails, treat the site as unlicensed.
Check 1: Is the brand on PAGCOR Guarantee?
PAGCOR Guarantee is PAGCOR’s official page of authorized online gaming websites. It launched in June 2025 and shows the licensed brands as a grid of logos you can filter by category (e-casino, e-bingo, sports betting and others).
- Open pagcorguarantee.ph by typing it yourself. Don’t follow a link someone sent you.
- Type the brand name into the search box.
- If the brand isn’t there, stop. That’s your answer.
Two things to know: the search works on brand names only, not web addresses, and each logo links to the brand’s main site. Plenty of licensed brands also run extra domains, so a missing link doesn’t settle it either way. That’s what check 2 is for.
Some news reports give the address as pagcor.ph/pagcorguarantee. That path no longer works — the site lives at its own domain, pagcorguarantee.ph.
Check 2: Is the exact web address on PAGCOR’s list?
Copycat sites love to borrow a real brand name on a slightly different domain. PAGCOR publishes the domains each licensee has registered, on its Electronic Gaming Licensing page. Two PDFs matter:
- List of PAGCOR-Accredited Gaming System Administrators and Registered Brands and Domain Names/URLs — the online gaming companies, with every main domain, sub-domain and extra URL they’ve registered.
- List of Registered Brands and Domain Names/URLs of Licensed Casinos — the online brands of land-based casino resorts.
Open the PDF, press Ctrl+F (or “Find in page” on your phone) and search for the domain in your address bar — for example bingoplus.com. Check the spelling letter by letter: an extra letter, a swapped “.com” for “.net”, or an added word like “-promo” or “-vip” is how clones get past a quick look.
The copies we last checked are dated October 8, 2026. Look at the “as of” date printed on the PDF you open, and use the combined brands-and-domains lists rather than the older domain-only files on the same page.
What an asterisk on the list means
Some game offerings on the GSA list are marked with an asterisk. PAGCOR uses it for offerings that have not started commercial operations yet. A brand can be licensed for, say, e-casino games while its sports betting is still “coming soon”.
Red flags PAGCOR has warned about
- “Offshore licence” claims. All offshore gaming operations (POGOs) were banned from December 31, 2024. A site advertising a PAGCOR offshore licence to Filipino players is not legitimate.
- Fake certificates and logos. A licence image on a website is decoration, not proof.
- Fake PAGCOR websites. PAGCOR has said its only website is pagcor.ph. Lookalikes such as “pagcorphilippines.com” have appeared before.
- Pay-first “earning” schemes and messages from people claiming to be PAGCOR officials on Viber or social media.
- Sites that don’t pay out. Unpaid winnings were one of the complaints that led PAGCOR to launch the Guarantee page.
What about the PAGCOR security seal?
PAGCOR has an online checker for serial codes on its holographic security labels. Those labels aren’t something online casinos display in a way you can verify, and a seal picture on a website proves nothing. For online play, stick to checks 1 and 2.
Found an unlicensed site? Report it
- PAGCOR’s responsible gaming page directs reports of illegal gaming sites to the Cybercrime Investigation and Coordinating Center (CICC).
- Licence questions can go to PAGCOR directly: [email protected], or the trunklines +632 8521-1542 and +632 8522-0299 listed on its contact page.
Why this matters more than the bonus
On an unlicensed site there’s no regulator to complain to if a withdrawal never arrives, your account is closed after a win, or your ID documents are misused. PAGCOR’s exclusion program and responsible gaming rules only apply to licensed operators, too.
