Short answer: Milyon88 is not licensed by PAGCOR. It isn’t on any of PAGCOR’s published lists, and PAGCOR has named one of its domains in a public warning. Its site says it holds a licence from Anjouan, a Comoros island — which doesn’t make it legal to offer gambling to players in the Philippines. Details and sources below.
“Milyon88” gets hundreds of thousands of searches a month in the Philippines, and most of what comes back is pages published by Milyon88 itself or by sites paid to promote it. This page is our independent check: what Milyon88 says about itself, what PAGCOR’s records say, and what that means for you.
Is Milyon88 on PAGCOR’s lists?
No. We searched every list PAGCOR publishes for online gaming — the accredited gaming system administrators, the online brands of licensed casinos, and the accredited game suppliers (all dated October 8, 2026) — and Milyon88 doesn’t appear on any of them. It also has no tile on PAGCOR Guarantee, the regulator’s page of authorised online gaming sites. Our licence check guide shows how to run the same check yourself.
PAGCOR has named one of its domains
PAGCOR’s notice to the public listing reported websites includes milyon88.net. The notice says the sites on it use the PAGCOR logo without permission and are “not related to or endorsed by PAGCOR”. When we checked in October 2026, milyon88.net forwarded visitors to Milyon88’s current main site. The notice itself isn’t dated; PAGCOR’s server shows the file from October 2024.
What licence does Milyon88 claim?
The footer of Milyon88’s site says it is owned and operated by FunCube Corp., registered in the Seychelles, and licensed by the Government of the Autonomous Island of Anjouan, Union of Comoros, under licence ALSI-142311011-FI2. A few things stood out when we checked that claim:
- The licence is on the register. Anjouan’s public register lists FunCube Corp. as valid, issued November 15, 2023 and expiring November 14, 2026, with milyon88.com and sister brands such as phil168, pinoyluck and swerte99 among its listed domains. Like many offshore brands without a local licence, Milyon88 runs on several domains and mirror sites — its current main address is milyon88.casino — so the domain you’re on won’t always be the one named on the register.
- The company details don’t agree. One clause of Milyon88’s terms says FunCube was founded in the Seychelles; another says it is incorporated in Costa Rica. The contact address given in the footer is a Gmail account.
- The age rule is 18, not 21. Milyon88’s terms only require players to be over 18. In the Philippines, gambling is for adults 21 and over.
- An Anjouan licence doesn’t cover the Philippines. Offering online gambling to players here requires PAGCOR authority. A licence from another jurisdiction doesn’t change that.
How long has it been around?
The milyon88.com domain was registered in October 2022, and the earliest archived copy of the site is from December 2022 — about a year before the Anjouan licence was issued. So the brand has run for roughly four years. Age alone doesn’t make a site safe, though: it tells you a brand has kept operating, not what happens when a player has a dispute.
Why the bonuses look bigger
Milyon88 advertises a free ₱88 on sign-up, “deposit 200, get 88” and rebates from ₱1. PAGCOR-licensed sites can’t easily match that: they pay PAGCOR 30% of their gaming revenue, and since May 2026 their cash rebates and cashback are capped. We explain the trade-off in why offshore casinos offer bigger bonuses. Note too that Milyon88’s own free-bonus terms cap what you can withdraw from bonus winnings.
What it means for you
- No Philippine regulator to turn to. If a withdrawal is held or an account is closed after a win, PAGCOR can’t step in. Your options are the operator and an overseas licensing body.
- PAGCOR’s protections don’t apply. Self-exclusion, the 21+ rule and PAGCOR’s oversight of game fairness cover licensed operators only.
- There’s legal risk for players, too. Philippine law (Presidential Decree 1602) penalises anyone who takes part in illegal gambling, and in 2025 police charged a group of bettors under it for online e-sabong bets. We haven’t found a court case involving players on offshore casino sites — but the risk isn’t zero, and in 2026 the CICC filed cases against influencers for promoting illegal gambling sites.
- Watch the copies. Besides Milyon88’s own mirror domains, dozens of unofficial “milyon88” lookalikes exist. Without a PAGCOR domain list to check against, it’s hard to be sure which site is really Milyon88’s.
